Born of Pragmatism
Serving its Mission from Day One
IOResources was founded in 2013 as a sole proprietorship for the very purpose it serves today - accelerating business-ready talent for real world impact through on-the-job learning. The first talent it accelerated was none other than its founder, Janet Lim.
While pursuing her Master’s in Industrial-Organisational Psychology, Janet envisioned a consulting practice that strengthens businesses through people. Applying what she studied was pivotal in her career switch from business development generalist to leadership development specialist.
Mid-career transitions in Singapore presented challenges. SkillsFuture, the government’s engine for lifelong learning and career conversion, didn’t yet exist. So Janet created her own path - launching IOResources and pitching for projects.
It worked. By 2015, IOResources became a company and partnered with a New York market research firm, supporting global organisations with business expansion and problem-solving. In 2016, Janet led a consortium to winning the SSG InnovPlus Flame Award, securing S$200K to prototype a mobile-first apprenticeship programme.
Today, IOResources' mission is clear: to close talent and leadership pipeline gaps by building skills-first organisations through practical strategies and workplace learning systems.
The Story Behind Our Name "IOResources"
The name comes from Industrial-Organisational Psychology, the science of applying psychology to optimise performance, wellbeing, and growth in the workplace. We extend these principles to leadership, business, and organisational development through five domains:
- Visioning & Alignment
- Assessment (diagnosis)
- Strategic planning
- Intervention (strategic actions or change steps)
- Evaluation
We balance science with humanity through conversations, collaboration, and co-creation.
Award that Established Our Direction
Our award-winning prototype was among the first to merge cognitive apprenticeship, mobile micro-learning, and short-form video. It was an innovation well ahead of its time.
In 2016, IOResources led a consortium with a Singapore marine engineering firm to win the SSG InnovPlus Flame Award.
The team included emerging innovators such as Gnowbe (then an up-and-coming mobile learning platform, now internationally recognised) and several independent instructional designers.
The project captured tacit knowledge from senior staff and turned it into a mobile-enabled apprenticeship programme. Learning was delivered both online and offline, in bite-sized modules, enhanced with short TikTok-style video clips.
This approach accelerated employee readiness: new engineers and those learning to service new equipment could be despatched within 3–6 months, down from 12, enabling the company to scale sustainably while preserving critical expertise.
The project secured a S$200K prototyping grant, was showcased at IN.LAB of the Institute of Adult Learning (IAL) , and positioned IOResources as a pioneer in solving business issues with workplace learning solutions.

Janet Lim
Workplace Learning Strategist | Executive & Career Health Coach
Janet is a leadership and organisational development practitioner with 25+ years of commercial experience across Singapore, China, and Southeast Asia.
Prior to setting up her practice in 2014, she was Associate Director at INSEAD Executive Education, where she played a key role in expanding INSEAD’s presence across China and Asia.
She has worked with organisations such as Singapore Business Federation, UNICEF, Draeger, and Citrix on strategic planning, team development, sales enablement, and workplace learning. She has also supported GE, Philips, Dell, and IFC–World Bank through business insights, expert interviews, and facilitation.
Janet combines business experience with psychology and behavioural science, making leadership strategies evidence-based and business-relevant. She supports leaders at key stages of growth, from emerging talent and mid-career managers to senior executives.
Alongside consulting, Janet is a practising executive and career health coach. Clients value her as a safe critical friend who holds up a mirror to their perspectives, sparks curiosity that supports reflection, growth, and sustainable change.
Her cross-sector work spans government, multinational corporations, and family enterprises, giving her a deep understanding of leadership dynamics across contexts.
Credentials: Janet holds an MSc in Industrial-Organizational Psychology and is a Certified Brain-Based Coach. She is also a member of the Singapore Psychological Society and a Certified Practising Management Consultant (CPMC).
